Levan Nadibaidze on Transforming Georgia’s Economic Model and Mobilizing Capital Investment

On October 16, 2026, ISET hosted a Seminar featuring Levan Nadibaidze, Economist and Strategy Consultant. In his presentation, titled “Beyond Bare Necessities: How Much Would Georgia Need to Invest to Build an Economy That Works for Everyone, and How Could It Pay for It?”, Nadibaidze critically examined the structural constraints of Georgia’s current economic model and outlined key strategies for driving long-term, inclusive growth.

The presentation explored the historical roots of Georgia’s economy, arguing that its reliance on low-value-added sectors and essential services restricts job creation and limits poverty reduction. Drawing insights from the East Asian development experience, Nadibaidze emphasized the need to elevate national capital investment rates from the current 21% of GDP to between 30% and 40%. To mobilize the necessary capital, he proposed a multi-faceted framework combining targeted tax and debt strategies, prioritized central bank refinancing, targeted foreign direct investment (FDI), a state development bank, and a dedicated state investment fund.

The event concluded with an interactive Q&A session, where attendees discussed the practical mechanics of financing such investment.
